DUSARRA DYSON SPHERE

The Consortium of Civilized Worlds (CCW) has a serious overpopulation problem in the Anvil Galaxy, the smallest of the Three Galaxies. The roughly four thousand Goldilocks type worlds (Earth-type) and the tens of thousands of asteroid colonies, toroids, and space stations within the Anvil cannot provide living space for the burgeoning population.

Fifty years ago, the Halvesh'oid Builders approached the CCW with a proposal for a Dyson Sphere that upon completion would provide a habitable interior surface area equal to that of approximately 250 million standard planets. This would provide a nearly limitless colonization zone for the CCW. The Halvesh calculated that the initial part of the project could be completed in approximately one thousand years if no significant setbacks occur, however the interior of the sphere will take significantly longer; around 5,000 years.

Several CCW member races balked at such a massive expenditure, mainly because of the project’s isolated location in the small and fairly insignificant Anvil Galaxy. Upon reviewing the proposal, the CCW military also raised the issue of possible attacks from the Khreegor, who also have territories within the Anvil, and who would view the project as an unwelcome attempt by the CCW to consolidate its position in the region. Concern was also voiced regarding a possible Dominator threat. 

To counter these tactical objections the Halvesh promised additional protection from an "Elder Race", and only this astonishing security clause convinced the CCW military to sign off on the project. 

Though it would severely strain their coffers, the CCW elected to move forward with the Anvil Galaxy Dyson Sphere project. Now known by citizens of the CCW as ‘The Great Project’ has become the most crucial CCW infrastructure program in the Anvil Galaxy, one upon which the CCW has staked its future. 

In the ensuing fifty years, a stable G type star with a viable sequence of at least several billion years was selected and an enormous inner scaffolding ring was created in a stable orbit. A massive construction ring of raw materials collected from a dozen nearby star systems was also assembled in an orbit well outside of the construction zone.  

The Halvesh are now ready to commence the main construction phase.
